Marine Ventures International, Inc. is a broad-spectrum provider of services, personnel, and equipment supporting ocean and coastal projects worldwide. MVI is seeking a Program Manager for our Protected Species Observation (PSO) group based in Stuart, Florida.

Position Summary: The primary function of this position is to manage the day to day operations of the MVI PSO business channel. The PSO Program Manager will work with the support of the MVI PSO Coordinator to develop new business opportunities, develop cost and technical proposals and be responsible for the execution of the projects according to budget and scope. The PSO PM will work with MVI Senior Management to gain approval for proposal submissions, develop the PSO Group strategy and assist in Marketing activities.

Specific Experience Requirements: The job position requires experience and understanding of providing and managing PSOs for coastal and offshore projects associated with dredging, underwater blasting, beach nourishment, oil & gas, seismic, offshore wind, and other construction and energy projects.

Offshore and management experience related to directing monitoring and mitigation programs with respect to cost estimation, client interactions, subcontractor management, budget and schedule and technical review of project documents is required. Coordination and preparation of project reports and other project deliverables adhering to quality standards and delivery schedule is a key skill.

Field and Industry Related Experience

  • Direct offshore experience performing PSO duties, and certified as both a PSO and Passive Acoustic Monitoring (PAM) operator and performed as a Project /Fleet Lead
  • Strong understanding of compliance requirements related to the Marine Mammal Protection Act and the Endangered Species Act
  • A good comprehension of the processes to support mitigation and monitoring requirements under Bureau of Ocean Energy Management (BOEM) lease stipulations, Incidental Harassment Authorizations (IHA), the Bureau of Safety and Environmental Enforcement (BSSE) and NOAA’s National Marine Fisheries Service (NMFS)
  • Experience with NMFS and BOEM and PSO approval process for offshore projects
  • Intimate understanding of the technical standards for implementation of PSO visual monitoring and PAM operations for mitigation and monitoring
  • Familiar with HSSE requirements for offshore work such as HUET, BOSIET, FOET, industrial medical clearance. Be a constant promoter for HSSE compliance of MVI team members onshore and offshore.
  • Experience with project related daily and final reporting deliverables, NMFS mortality reporting and online reporting such as required by the USACE for Federally-authorized dredging project (Operations and Dredging Endangered Species System [ODESS])
  • Understanding of other observation services such as Turbidity, Shore Bird, Sea Turtle Trawling (Capture and Non-Capture) and other related monitoring efforts

Project Management Related Experience

  • Good organizational skills, be self-motivating, require little direction in identifying correct courses of action and identifying points of potential process failure
  • Previous Program Management experience handling proposal development, subcontractor services, cost estimation and contract delivery
  • Awareness of commercial aspects of contracting such as insurance, payment terms and Change Order management
  • Daily Project Management duties including fielding of technical, permit and process questions from field personnel as the MVI Subject Matter Expert (SME)
  • Strong Word, Excel and other Microsoft Office skills
  • Build and maintain communication channels to ensure all client needs and expectations are continually met and exceeded
  • Work collaboratively with established team with minimal oversight
  • Multi-task and prioritize work during critical deadline-driven conditions
  • Other duties as assigned

Essential Skills and Education

  • Bachelor’s degree in a relevant field such as Marine or Biology Sciences or Environmental Resource Management. Master’s preferred
  • Applicant must be able to multi-task
  • Skills include attention to detail, high level of editing/writing ability, and solid reading comprehension
  • Applicant must be reliable and able to work flexible hours as occasionally required
